Waikato Waters Ltd Officially Launched as New Zealand’s Largest Water Services CCO

Seven district councils in the Waikato have joined forces to officially launch Waikato Waters Ltd (WWL)—New Zealand’s largest joint council-controlled organisation (CCO) for drinking water and wastewater services.

The signing of the Shareholders’ Agreement by Hauraki, Matamata-Piako, Ōtorohanga, South Waikato, Waipā, Waitomo, and Taupō District Councils marks a significant step toward regional collaboration under the Government’s Local Water Done Well initiative.

The new entity will deliver safe, reliable, and sustainable water services to communities across the region, guided by the shared vision: Te Mana o Te Wai, Te Mana o Te Tangata – Healthy Water, Healthy People.

WWL is designed to be a financially sustainable, environmentally responsible, and customer-focused provider. An Establishment Board is expected to be appointed by the end of August, setting the direction for operations and future governance.

Local Government Minister Hon Simon Watts praised the agreement as “an impressive achievement” and commended the councils for their collective leadership. He also acknowledged the role of Waikato iwi leaders in supporting the initiative.

Hauraki Mayor Toby Adams said the move was based on sound economic reasoning and a commitment to long-term efficiencies.

“We crunched the numbers and we’re confident this CCO will deliver economies of scale and better service outcomes. It’s also the right approach for managing our waterways regionally.”

An independent review by Infometrics backed the model, highlighting benefits such as lower long-term household costs, greater resilience to infrastructure demands, and enhanced procurement and workforce capacity.

As the establishment phase progresses, further announcements on leadership appointments and operational planning will be made.
